ICT Hub invites registered legal entities and sole proprietors to submit proposals for the programmatic, technical and operational implementation of a regional online hackathon under the SheSafe Online project. The hackathon will take place in November 2026, bringing together participants from the Western Balkans to develop digital solutions for preventing and responding to technology-facilitated violence against women and girls.
The assignment covers concept and methodology, direct regional mobilization and participant selection, online infrastructure, team coordination, an expert jury, final solution presentations, prize payments and a final report. Mentoring support, promotional campaigns and PR services are outside this procurement.
Minimum results include 30 participants, 10 teams, at least 50% women and actual representation from at least five Western Balkan economies, with mobilization across all six. At least two functional MVP solutions should meet the prize eligibility requirements, including Albanian, Macedonian and BCMS language support. English is the official working language of joint sessions and the final pitch.
The maximum implementation budget is EUR 6,000, including applicable taxes and VAT where charged. A separate total gross prize fund of EUR 3,000 is available. Proposals may be submitted in Serbian or English.
The submission deadline is October 20, 2026, at 12:00, Belgrade local time. Proposals shall be sent to info@icthub.rs with the subject “Proposal – Regional Online Hackathon SheSafe Online”.
